Recent discussions in Ukrainian political circles have suggested a potential cooling of relations between President Volodymyr Zelensky and Defense Minister Mykhailo Fedorov. While some sources indicate there are grounds for such speculation, both Zelensky’s and Fedorov’s entourages have denied any significant conflict.
According to reports from RBC-Ukraine, Zelensky’s recent criticism regarding the pace of acquiring Patriot air defense systems was perceived by some as directed at Fedorov. However, sources close to the minister refute this interpretation, asserting that there is no ongoing discord.
“The president communicates normally with Fedorov, not just on defense matters but across a wide range of topics. Fedorov has full access when necessary,” stated a source within Zelensky’s circle.
Despite these assurances, informal conversations reveal that political intrigue and media scrutiny surrounding the Defense Minister are ongoing. Factors contributing to this tension include competition over substantial budgets managed by the ministry and the fallout from previous controversies, such as the so-called “busification” issue and the aftermath of the “Mindychey” scandal, where Fedorov was a key communicator between decision-makers and anti-corruption bodies.
“We have begun transitioning procurement processes to tenders, eliminating unnecessary weaponry purchases, and cutting funds for redundant relocations. This has understandably led to dissatisfaction among some parties, resulting in increased scrutiny. However, once we finalize the tender process, I believe concerns will settle,” a source close to Fedorov explained.
There are indications that Fedorov is viewed by some as a competitor within the ministry, which is grappling with the complexities of military procurement. Issues such as inflated pricing and outdated equipment have led to criticism directed at him from various factions.
Another layer of tension has emerged between Fedorov and David Arahamia, head of the Servant of the People faction. Public criticisms of Fedorov and his team by Danilo Hetmantsev, head of the financial committee and considered close to Arahamia, have escalated to legal disputes. Hetmantsev has even expressed intentions to involve Fedorov in these proceedings.
“If the president wanted to intervene, a single phone call to Arahamia would suffice. Yet, he has not done so, indicating he is aware of the situation,” remarked a prominent member of parliament.
Sources close to Fedorov maintain that any previous conflicts with Arahamia have been resolved, asserting that communication between the two has improved.
Another point of contention exists between Fedorov and military leaders, particularly General Oleksandr Syrskyi. The differing backgrounds and approaches to warfare have created friction. When Fedorov was appointed, he suggested replacing Syrskyi, proposing candidates like Andriy Biletsky and Mykhailo Drapatiy. However, President Zelensky opted to retain Syrskyi, citing his trust in the general’s capabilities.
While Fedorov’s team denies that he sought to replace Syrskyi, they acknowledge differing perspectives on military strategy. Sources indicate that Syrskyi’s traditional methods have been contrasted with Fedorov’s more innovative approaches, which have reportedly yielded positive results in the ongoing conflict.
Concerns have also been raised within military circles about Fedorov’s focus on drone procurement at the expense of artillery supplies, as well as accusations that he is attempting to assert influence over the armed forces.
