EU Extends Sanctions Against Russia for One Year Amid Ongoing Conflict

In a significant development, European Union leaders have agreed to extend sanctions against Russia for a period of 12 months, marking a departure from the previous six-month renewal cycle. This decision was reached during a European Council meeting that included Ukrainian President Volodymyr Zelensky, although discussions continued after his departure.

The negotiations lasted approximately 3.5 hours and concluded shortly before midnight Kyiv time. Maria Tomasic, spokesperson for the President of the European Council, confirmed to reporters in Brussels, “Discussions regarding Ukraine have concluded. EU leaders have adopted the summit conclusions on Ukraine and decided to extend sanctions against Russia for 12 months.”

This year-long extension sets a new precedent for the EU, which has traditionally renewed sanctions every six months for the past decade, including throughout the ongoing war. This approach had allowed individual member states, such as Hungary, to negotiate terms. The shift in policy comes in the wake of recent electoral defeats for Hungarian Prime Minister Viktor Orbán, who had previously blocked sanctions and other EU measures.

Prior to the summit, sources indicated that the EU was likely to agree to a one-year extension of the sanctions, as there were no longer any vetoes in place. Under Orbán’s leadership, Hungary consistently obstructed sanctions and other EU decisions, often demanding concessions. Slovakia also participated in some of these blockades.

As the EU works on its 21st sanctions package against Russia, Bulgaria has emerged as a potential obstacle, primarily due to the inclusion of Patriarch Kirill in the sanctions list.

The European Union has decided to extend sanctions against Russia for one year, a move that reflects a significant shift in policy. This decision, made during a European Council meeting, eliminates the previous six-month renewal cycle that allowed for negotiations among member states.
