Ukraine Initiates Arms Export Program Amid Security Concerns

Ukraine has commenced an export program for its military weapons, having finalized all necessary agreements at the state institutional level. This initiative aims to enhance national defense capabilities while addressing international demand for advanced military technology.

President Volodymyr Zelensky emphasized that Ukraine’s security expertise and weaponry, validated through contemporary warfare, are appealing to partners seeking to bolster their national security. He outlined a unique collaboration format termed “Drone Deals,” which focuses on the production and supply of arms.

Zelensky clarified the procedural framework for these agreements, stating, “The course of action is entirely clear: at the intergovernmental level, we establish the parameters for security cooperation based on reciprocity, followed by engagement at the institutional and production levels.” This structured approach aims to facilitate partnerships while ensuring that Ukrainian military needs are prioritized.

Ukrainian companies will have the opportunity to enter the markets of partner nations, contingent upon the condition that Ukrainian forces will receive the first allocation of necessary weaponry. Zelensky noted that the production capacity surplus for certain types of weapons in Ukraine reaches up to 50%, a direct outcome of state investments in the defense sector and collaboration with international allies.

However, the president warned that the export of Ukrainian arms will not extend to all countries, particularly those with ties to Russia. He stated, “This presents a significant challenge—preventing our technologies and weapon samples from falling into Russian hands.”

The National Security and Defense Council (NSDC) will oversee the export processes, ensuring that the needs of Ukraine’s defense forces are met as a priority. The arms exported will consist of surplus production that exceeds state orders.

Ukraine's new arms export program aims to leverage its military production capabilities while addressing security risks associated with international partnerships. The initiative is structured to prioritize domestic defense needs and limit exports to nations cooperating with Russia.
