Ukrainian Railways (Ukrzaliznytsia) is considering a significant 45% increase in freight tariffs, a move that has raised alarms among industry leaders. They argue that such a hike could impose additional burdens on businesses already grappling with the challenges posed by ongoing conflict.
Kostiantyn Saliy, president of the All-Ukrainian Union of Building Materials Producers, emphasized the need for careful economic justification before implementing any changes to tariff policies. He pointed out that previous years have already seen a shift in freight transport towards road logistics due to complications in rail transport and rising costs for clients.
“The market reacts simply: when there is an opportunity to find an alternative to expensive transportation, businesses begin to seek it out. This could lead to a reduction in freight volumes,”
Saliy stated. He underscored that the financial stability of Ukrzaliznytsia should be achieved primarily through improved management and operational efficiency, rather than passing additional costs onto shippers.
Saliy also highlighted the critical role of rail transport in the Ukrainian economy during wartime. He urged that any decisions regarding funding for Ukrzaliznytsia must consider the interests of both the company and the businesses that contribute to production, exports, and budget revenues.
Industry associations continue to advocate for open dialogue between the government, Ukrzaliznytsia, and market participants to find balanced solutions. Concerns have been raised that further increases in logistics costs could negatively impact the competitiveness of Ukrainian manufacturers, exports, and employment in industrial regions.
Previously, the Federation of Employers of Transport of Ukraine (FRTU) appealed to the government to refrain from increasing freight tariffs in 2026. Warnings from the sector indicate that such a decision could lead to reduced production, job losses, significant GDP declines, and decreased tax revenues.
