Ukraine and Sweden Strengthen Defense Ties Amid Ongoing Conflict

On May 28, 2026, Ukrainian President Volodymyr Zelensky visited Sweden, where he and Swedish Prime Minister Ulf Kristersson signed a declaration aimed at enhancing bilateral defense cooperation. This agreement includes plans for the acquisition of Swedish Gripen fighter jets, marking a significant step in Ukraine’s military strategy amid ongoing hostilities.

During a joint press conference, Zelensky announced that Sweden would sell Ukraine up to 20 Gripen E/F jets and potentially transfer an additional 16 Gripen C/D aircraft as part of bilateral assistance. The Swedish government has allocated a support package worth $2.7 billion, which encompasses the Gripen deal. Zelensky indicated that the first aircraft could arrive within ten months, funded by a €90 billion loan from the European Union.

The Ukrainian President expressed his hope that the U.S. Congress and the White House would respond positively to his proposals for strengthening Ukraine’s air defense capabilities in the coming month.

Pavlo Palisa, Deputy Head of the President’s Office, emphasized that the introduction of Swedish Gripen jets would significantly enhance the capabilities of Ukraine’s Air Force. The initial aircraft will be delivered alongside long-range Meteor air-to-air missiles.

In legislative developments, the Ukrainian Parliament ratified an agreement for macro-financial assistance amounting to €90 billion from the EU. Following the approval of the loan agreement and a memorandum of understanding, only a few procedural steps remain before the first tranche is disbursed, according to Balazs Uzhvari, a spokesperson for the European Commission.

Additionally, the European Council approved the allocation of nearly €2.8 billion to Ukraine under the Ukraine Facility program, as announced by Ukrainian Prime Minister Yulia Svyrydenko.

In the context of ongoing military operations, the General Staff reported over 60 skirmishes on the front lines, with the Pokrovsk and Huliaipole directions being particularly active. Ukrainian drone units targeted a Russian military base along the Azov Sea coast, while defense forces struck the Tuapse oil refinery in Russia’s Krasnodar region.

Ukrainian air defense systems intercepted 138 out of 147 drones launched by Russian forces in a recent attack. Reports indicate that Russian military losses have reached nearly 500,000 personnel since the onset of the full-scale invasion, according to the British Government Communications Headquarters (GCHQ).

In a related context, the Ukrainian government has taken steps to enhance its defense capabilities, including the allocation of funds for the procurement and production of military equipment. The Parliament also ratified a grant agreement with France for €71 million aimed at restoring critical infrastructure.

Internationally, discussions continue regarding the ongoing conflict, with various nations assessing their roles and responsibilities in supporting Ukraine. The European Union is considering reforms to its enlargement process to better integrate Ukraine, as highlighted by EU Commissioner for Enlargement, Olivér Várhelyi.
