Ukraine Establishes New Framework for Arms Exports, Says President Zelensky

Ukrainian President Volodymyr Zelensky has announced the implementation of a new framework aimed at enhancing the country’s arms export capabilities. This initiative, termed ‘Drone Deals,’ focuses on special agreements for the production and supply of drones, missiles, shells, and other critical military equipment.

In a statement via Telegram, Zelensky detailed that the framework includes collaboration with partner nations to improve defense technology integration and facilitate necessary technological exchanges. He emphasized the clarity of the operational procedures, which will be based on mutual agreements between states to define security cooperation parameters.

The president noted that Ukrainian companies will gain access to the markets of partner countries, provided that Ukrainian military forces are given priority in acquiring the required weapons. He highlighted that Ukraine’s production capacity for certain types of weapons has a surplus of up to 50%, a direct outcome of state investments in the defense sector and collaborative efforts with allies.

Zelensky also tasked the Ministry of Foreign Affairs, along with intelligence agencies and the Security Service of Ukraine (SBU), to identify countries where arms exports will be prohibited due to their cooperation with Russia. He underscored the importance of preventing Ukrainian technologies and weaponry from falling into Russian hands.

Furthermore, the National Security and Defense Council of Ukraine will oversee the export processes, ensuring that the needs of Ukraine’s defense and security forces are prioritized before any surplus is exported.

President Zelensky has unveiled a new strategy for Ukraine's arms exports, focusing on partnerships and prioritizing military needs. The initiative aims to prevent sensitive technologies from reaching Russia while maximizing production capabilities.
