Ukrainian authorities have confirmed that Dmitro Kozyura, the head of the Security Service of Ukraine’s (SBU) Anti-Terrorist Center, has expressed a desire to be included in a prisoner exchange with Russia. This follows his indictment for alleged collaboration with the Russian Federal Security Service (FSB) in February 2025.
Andriy Shvets, the head of the SBU’s Main Investigative Department, stated in an interview that Kozyura indeed wishes to pursue an exchange. He noted that the case against Kozyura has been forwarded to the court, with hearings scheduled to take place behind closed doors.
Shvets clarified that the responsibility for managing prisoner exchange lists lies with the Coordination Headquarters for the Treatment of Prisoners of War, rather than the SBU itself. He also mentioned that Russia has expressed interest in retrieving certain individuals implicated in treason, although these individuals remain in custody, with some already convicted and others still undergoing trial.
