Between January and May of this year, Ukrainian military operations successfully targeted 15 Russian oil refineries, leading to the incapacitation of nearly 40% of Russia’s primary oil processing capacity as of May, according to Ukrainian President Volodymyr Zelensky.
In a recent evening address, Zelensky highlighted the anniversary of Operation “Pavutyna,” which he described as a significant turning point in the conflict. He stated, “Ukraine has demonstrated that our long-range sanctions are effective, and our ability to bring the war back to Russia is only increasing. This is a justified response to Russia’s actions.”
Zelensky noted that Operation “Pavutyna” marked the culmination of extensive preparation, resulting in the destruction of 41 Russian aircraft, particularly those used for strikes against Ukraine. He characterized this loss as the largest and most unexpected for Russia throughout the war, underscoring the effectiveness of Ukraine’s asymmetric operations and long-range capabilities.
The president emphasized that Ukrainian forces now have the ability to target Russian military logistics deep within temporarily occupied territories, stating that there are virtually no safe routes for occupying forces in southern and eastern Ukraine. He pointed to the resulting fuel shortages in Crimea and other occupied regions as evidence of the ongoing pressure on Russian forces.
Zelensky asserted that the plan for long-range sanctions is being executed systematically. He reiterated the significance of the recent military successes, stating, “Our forces have managed to strike 15 Russian oil refineries, which is substantial. Russia has already imposed bans on the export of aviation fuel and gasoline, and they are considering a ban on diesel exports. For a country previously referred to as a ‘gas station,’ losing this capacity is a significant setback.”
