The Defense Procurement Agency of Ukraine is set to finalize contracts for the purchase of long-range 155mm artillery ammunition next week, according to agency director Arsen Zhumadilov. This announcement was made during the signing of a memorandum to establish the CORPUS coalition of international defense procurement agencies.
Zhumadilov indicated that the agency is currently in the process of selecting winning bids and anticipates that contracts will be signed pending approval from the Supervisory Board. He noted that no contracts for ammunition supply have been finalized since the beginning of the year.
Concerns have been raised regarding ammunition shortages at critical frontline positions, with reports suggesting that only two shells are allocated per week for certain artillery units. The domestic manufacturer, Ukrainian Armored Vehicles, has urged the Ministry of Defense to expedite contract agreements, while the agency has faced accusations of favoritism in supplier selection and delays.
“The General Staff has prioritized the procurement of 155mm long-range shells. The Defense Procurement Agency has yet to finalize any contracts for these munitions. Such delays can only be attributed to behind-the-scenes intrigues regarding the selection of ‘preferred’ suppliers,” the company stated.
In a statement to Suspilne, Zhumadilov explained that the delay in contracting was due to a need identified by the agency at the end of February.
“Many believe that if something is needed, it should be purchased immediately. However, it must be supplied under pre-existing contracts. This is not a process that can be completed in two days,” Zhumadilov emphasized.
He assured that the procurement process was initiated promptly, with Ukrainian Armored Vehicles among the companies participating in the bidding.
“This could be seen as an attempt to exert illegal influence on agency officials. The company somehow obtained information about our status regarding the qualification of winners. They are participants in this procedure. I will address this matter with the Supervisory Board and the Ministry of Defense. Such practices are unacceptable,” Zhumadilov remarked.
The procurement procedure for artillery shells is still ongoing, and the agency head believes that contracts are being finalized efficiently.
“This is not just a 155mm artillery shell. There are several modifications of this shell. It is essential to understand who the suppliers are, their capabilities, and the risks involved in our operations,” Zhumadilov concluded.
