Trump Administration Unveils New Counterterrorism Strategy for 2026

The Trump administration has released its counterterrorism strategy for 2026, identifying drug cartels, Islamist extremists, and radical political groups as primary threats to national security.

The newly published document outlines a framework based on the principles of “America First” and “Peace Through Strength.” It categorizes terrorist organizations into three main types: drug traffickers, traditional Islamist terrorists, and violent left-wing extremists. The latter group includes anti-American and radical transgender activists, such as anarchists and members of Antifa.

Trump stated in the document’s introduction, “When I returned to the White House on January 20, 2025, four years of weakness, failure, capitulation, and humiliation ended. Our new counterterrorism strategy is a return to common sense and peace through strength. If you harm Americans or plan to do so, we will find you and kill you.”

In the Middle East section of the strategy, Iran is labeled as the “number one state sponsor of terror.” The United States has also expanded its list of designated terrorist organizations to include branches of the Muslim Brotherhood in Egypt, Lebanon, Sudan, and Jordan. Additionally, the administration reported the successful conclusion of the conflict in Gaza and the establishment of a local “Peace Council.”

The Trump administration has officially classified the illegal trafficking of fentanyl and its precursors as weapons of mass destruction. This designation allows the U.S. to conduct preemptive military strikes against supply networks and cartels in the Western Hemisphere, leveraging an updated Monroe Doctrine.

Furthermore, the administration is urging NATO allies in Europe to immediately increase their defense spending and revise migration policies. Washington asserts that mass migration has turned Europe into a logistical and recruitment hub for international terrorism.

Trump remarked, “American officials have been accustomed to thinking about European issues in terms of insufficient military spending and economic stagnation. While there is some truth to this, the real problems in Europe run deeper.”

In Africa and Asia, the United States plans to maintain only a minimal military presence, shifting the burden of combating terrorism to local partners while primarily providing intelligence support. A specific priority in these regions is the armed protection of Christian populations from attacks by radical Islamists.

Prior to this announcement:

  • During the 2024 presidential campaign, Trump promised to radically alter foreign policy by advocating military action against drug cartels.
  • Immediately following his inauguration in January 2025, he signed an executive order initiating the process of designating transnational gangs as terrorist organizations.
  • By February 2025, the U.S. State Department officially added eight groups, including the Sinaloa Cartel and MS-13, to the list of global terrorists.

The Trump administration's new counterterrorism strategy outlines a focus on drug cartels, Islamist extremists, and radical political groups as key security threats. It emphasizes military action and intelligence support while urging NATO allies to enhance defense spending.
