Three More Nations Join U.S. Arms Procurement Program for Ukraine

During an informal summit of European Union leaders in Cyprus, three additional countries have committed to the U.S. arms procurement program for Ukraine, known as PURL. Ukrainian President Volodymyr Zelensky announced this development at a press conference alongside Moldovan President Maia Sandu.

Zelensky expressed gratitude towards the three nations, although he did not disclose their identities, stating that the total contributions would amount to approximately 300 to 350 million euros. Earlier, Foreign Minister Andriy Sybiha had indicated that Zelensky’s discussions in Cyprus would lead to new contributions to the PURL initiative.

The PURL program, established on July 14, 2025, through an agreement between the U.S. and NATO, aims to facilitate the purchase of American weapons for Ukraine funded by European nations. NATO Secretary General Mark Rutte noted that this agreement allows Kyiv to acquire a significant number of air defense systems, missiles, and ammunition.

Denmark has allocated around 580 million Danish kroner to the PURL initiative, while Sweden has contributed 275 million dollars and Norway approximately 135 million dollars. The Netherlands previously financed an initial aid package under PURL worth 500 million euros, with Germany also participating in the program.

On September 18, a NATO representative confirmed to Suspilne that the first military equipment under the U.S.-NATO agreement related to PURL had arrived in Ukraine, with more supplies expected soon. Following a meeting with NATO Secretary General Mark Rutte on September 24, Zelensky stated that the program had already garnered 2.1 billion dollars in contributions within just two months of its inception. Rutte emphasized the importance of increasing both the number of contributions and participating countries in the initiative.

On December 3, NATO Secretary General Mark Rutte announced that Alliance countries and partners had committed over 4 billion dollars in aid to Ukraine through the PURL mechanism.

At a recent EU summit in Cyprus, three additional nations joined the U.S. arms procurement initiative for Ukraine, contributing between 300 and 350 million euros. The PURL program, designed to facilitate military support for Ukraine, has seen significant contributions from various countries since its inception.
