Ukrainian Renewable Energy Association Calls for Tariff Review and Support for Vulnerable Consumers

The Ukrainian Renewable Energy Association (UARE) has expressed support for a review of the electricity transmission tariff set by NEC “Ukrenergo”. They have also urged the implementation of targeted support mechanisms for vulnerable consumers.

In a recent statement directed to the National Commission for State Regulation of Energy and Public Utilities (NERC) and the Ministry of Energy, UARE emphasized that discussions surrounding the tariff should extend beyond just its size.

“UARE insists that the conversation must not be limited to the tariff amount. A comprehensive solution is necessary—financially justified tariffs should be paired with a gradual reduction of cross-subsidization and the introduction of targeted monetary support for vulnerable consumers,”

the association stated.

UARE highlighted the critical importance of the financial stability of the transmission system operator for the reliable operation of the energy system, fulfilling special obligations, ensuring stable settlements among market participants, and restoring damaged infrastructure.

Moreover, the association pointed out that the projected volume of electricity transmission in 2026 is expected to be lower than the figures used to establish the current tariff. At the same time, costs related to technological losses are increasing, along with the volume of electricity imports and network loads amid ongoing Russian attacks.

“The trends of accumulating debts among market participants, deteriorating payment discipline, and reduced opportunities for network infrastructure recovery and development will only grow, diminishing the investment attractiveness of the energy sector without adequate funding sources for the transmission system operator’s expenses,”

UARE warned.

Additionally, the association underscored the role of renewable and distributed generation in the context of the ongoing war. They believe that timely and predictable settlements with renewable energy producers are vital for the continued development of the country’s energy resilience.

“Thus, ensuring timely and predictable payments to renewable energy producers is not only a matter of meeting financial obligations but also a crucial factor for the future development of Ukraine’s energy stability,”

UARE representatives concluded.

It is important to note that NERC has approved a draft resolution that proposes an increase in the transmission tariff from 742.91 UAH/MWh to 903.53 UAH/MWh, marking a 21.6% rise effective July 1, 2026.

Previously, industry experts have pointed out that the tariff review for NEC “Ukrenergo” presents a choice between funding necessary expenses now or accumulating new debts in the future. Reducing debts in the energy market is deemed impossible without proper financing for renewable energy initiatives.

The Ukrainian Renewable Energy Association is advocating for a comprehensive review of electricity transmission tariffs while emphasizing the need for targeted support for vulnerable consumers. They stress the importance of financial stability in the energy sector amid ongoing challenges.
