Ukraine’s Electricity Imports Surge Amid Price Cap Adjustments

During the 2025/2026 heating season, adjustments to price caps have significantly influenced the rise in electricity imports in Ukraine, contributing to the stability of the national energy system.

The National Commission for State Regulation of Energy and Public Utilities (NERC) reported that following the implementation of a unified price cap of 15,000 UAH per MWh on January 16, electricity imports began to rise steadily, with some days witnessing imports exceeding 50,000 MWh.

NERC emphasized that expanding the range of price limits in the electricity market has been a crucial tool in fostering the economic conditions necessary for attracting electricity from European markets.

According to the regulator’s data, electricity imports increased from 414.9 thousand MWh in November 2025 to a record 1.266 million MWh in February 2026. This surge provided additional resources to the system during peak load periods.

The commission noted, “Analysis has shown that during peak load periods, the energy system had access to additional import resources, which enhanced its resilience during the winter months.”

NERC also highlighted that the decision to revise price caps received positive feedback from the Energy Community Secretariat, as it contributed to market balancing and the smooth operation of the energy system throughout the winter.

Adjustments to electricity price caps in Ukraine have led to a significant increase in imports, enhancing the stability of the energy system during peak demand periods. This strategic move has been recognized as beneficial for market balance and winter resilience.
