Zelensky Urges EU to Intensify Sanctions Against Russia at Cyprus Summit

Ukrainian President Volodymyr Zelensky has called on European Union leaders to enhance sanctions against Russia during their informal summit in Cyprus on April 23. He emphasized the importance of strengthening these measures, especially in light of recent reductions in American sanctions.

Zelensky pointed out that the current situation on the front lines in Ukraine is more stable compared to previous months and years, while Russia is reportedly losing between 30,000 to 35,000 soldiers each month. He stated, “We need to make it even more difficult for them to push them towards diplomacy.”

Addressing the critical need for Ukraine’s air defense, Zelensky warned that Russian forces are preparing for another large-scale attack. He urged EU leaders to support Ukraine’s efforts in acquiring missiles for the MIM-104 Patriot systems, highlighting a shortage of ballistic defense capabilities exacerbated by the ongoing conflict in Iran.

Additionally, Zelensky expressed Ukraine’s readiness to collaborate on a unified European defense strategy against drone attacks, similar to initiatives being developed with Gulf states. He proposed the establishment of a European program to coordinate drone defense, offering Ukraine’s experience and production capabilities.

Looking ahead, Zelensky hopes for a swift official opening of membership negotiations with the EU, stressing the importance of a clear timeline for Ukraine’s accession. He reiterated the need for expedited full membership, stating, “We seek the same complete membership enjoyed by every EU state, from Cyprus to Poland. We ask only for a swift path to full membership with a clear date to join, to prevent Russia from indefinitely blocking our way.”

On April 15, General Oleksandr Syrskyi reported that the Russian army has intensified its offensive operations across a 1,200-kilometer front line, with key hotspots identified in the Alexandrovsk, Pokrovsk, Kostyantynivka, and Lyman areas. Earlier, on April 3, Zelensky had referenced British intelligence, noting that while the front line situation remains challenging, it is the most favorable it has been in the last ten months.

According to the U.S. Institute for the Study of War (ISW), as of late March 2026, significant Russian gains on the battlefield, let alone a complete victory, are not inevitable.

President Zelensky urged EU leaders to enhance sanctions against Russia during a summit in Cyprus, highlighting the need for improved air defense and a clear path to EU membership. He emphasized the urgency of coordinated European defense strategies against drone threats amid ongoing military challenges.
