An explosion occurred at a military recruitment center in Bila Tserkva, Ukraine, on April 30, 2023, prompting an immediate investigation by local authorities. According to the regional prosecutor’s office, a 68-year-old resident allegedly threw a hand grenade over the facility’s fence, resulting in a detonation on the premises.

Fortunately, no injuries or structural damage were reported following the incident, which took place around 5:55 PM. Authorities quickly apprehended the individual responsible for the explosion. During a subsequent search, law enforcement discovered two additional F-1 grenades in his possession, which have been secured for forensic examination.

Preliminary investigations suggest that the suspect may have been influenced by Russian intelligence services. Prosecutors indicated that unidentified individuals likely employed psychological pressure and manipulation tactics to convince him to participate in a supposed “security check” at the recruitment center. It is believed that he retrieved the grenades from a cache located in the Bila Tserkva district.

The Security Service of Ukraine (SBU) is conducting a criminal investigation under Article 114-1 of the Ukrainian Criminal Code, which addresses interference with the lawful activities of the Armed Forces and other military formations during a special period. Additionally, charges may be filed under Article 263, concerning illegal handling of ammunition and explosives.

Authorities are working to ascertain the full circumstances surrounding the crime, including the origin of the munitions and any potential connections to Russian intelligence operatives.

This incident follows recent reports of corruption within the Bila Tserkva military recruitment center. Investigators uncovered a scheme allowing conscripts to evade mobilization for a fee. Allegedly, participants in this scheme charged between $1,500 and $2,000 for the annulment of summons, $5,000 for removal from wanted lists, and between $7,000 and $10,000 for securing fictitious deferments through a company designated as critical infrastructure.

According to investigators, the scheme was organized by an instructor at the Bila Tserkva recruitment center and a former colleague currently serving in Chernihiv. They reportedly enlisted the help of a deputy director from a tactical clothing and footwear production company.

The Kyiv Regional Military Recruitment Center confirmed the involvement of its personnel in the corruption allegations and stated its commitment to cooperating fully with law enforcement. The center emphasized its condemnation of any corrupt practices or abuse of authority that could undermine military service and public trust.

Since the onset of Russia’s full-scale invasion of Ukraine on February 24, 2022, martial law has been implemented, and general mobilization has been declared. The Ukrainian Parliament continues to extend the duration of martial law and mobilization every three months.

Reports of scandals and conflicts between recruitment center staff and civilians have become increasingly common in Ukraine, with negative information about mobilization spreading rapidly on social media. Ukrainian military officials attribute this phenomenon to information and psychological operations conducted by Russian entities.
