Since the beginning of 2025, Ukraine’s Ombudsman Office has received over 3,000 complaints regarding military recruitment centers, according to Ombudsman Dmytro Lubinets. He noted that these figures only reflect direct complaints, suggesting the actual number could be significantly higher.
In an interview with Radio Free Europe, Lubinets revealed that the total number of complaints for the entire year of 2026 reached 6,127, while more than 3,000 complaints were logged in just the first half of 2025.
“However, these are only direct appeals. This figure can be safely multiplied by at least three,” he added.
Lubinets indicated that the complaints primarily involve issues related to the use of force, the wearing of masks by military personnel, and the removal of identifying insignia by recruitment center staff.
He emphasized that he has been publicly addressing the challenges surrounding mobilization and military recruitment centers. Due to the lack of results from private efforts, a working group has been established under the Ministry of Defense to tackle these issues.
The Ombudsman of Ukraine has reported a significant increase in complaints against military recruitment centers, highlighting concerns over the treatment of individuals during the mobilization process. A new working group has been formed to address these issues due to ineffective prior efforts.
