During a United Nations Security Council meeting, U.S. Deputy Ambassador to the UN, Tammy Bruce, urged Russia to halt its attacks on Ukraine and agree to a comprehensive ceasefire. Her remarks came in the wake of a significant escalation in hostilities, particularly following a large-scale assault on Kyiv.
Bruce emphasized that the United States is alarmed by Russia’s systematic strikes on the Ukrainian capital, warning that such actions risk further escalation of the conflict and hinder the prospects for peace. She expressed serious concern regarding Russia’s disregard for international law, particularly in relation to the protection of diplomatic missions and personnel.
She stated, “Diplomacy and negotiation remain the only path to lasting peace, while threats and aggressive rhetoric do not contribute to resolving the conflict.” Bruce called for an end to the war, asserting that the international community should assist in breaking the cycle of violence.
“The war between Russia and Ukraine can end through negotiations. The alternative is an escalation of violence that could spiral out of control. The war must stop,” she said.
Bruce reiterated that Washington continues to encourage both parties to engage in good-faith negotiations aimed at achieving peace.
Massive Russian Attack on Kyiv
The UN Security Council convened in response to the extensive Russian bombardment of Kyiv on May 24. According to reports from the Ukrainian Armed Forces, Russian troops launched 90 missiles and 600 drones of various types during the night. Ukrainian air defense successfully intercepted 55 missiles and 549 drones, with Kyiv being the primary target. The attack resulted in destruction across multiple districts of the city, with casualties reported, including over 90 injuries.
Russian Threats Regarding Targeting Kyiv
On May 22, Russian state news agency TASS reported an attack on an educational facility and dormitory in Starobilsk, with Russia blaming the Ukrainian Armed Forces for the strike. The Ukrainian General Staff refuted these claims, stating that Ukrainian forces had targeted a command post of the Russian military unit “Rubikon” in temporarily occupied territory.
The General Staff noted that “Rubikon” is a Russian special military unit associated with drone warfare, which has regularly attacked civilian populations and infrastructure within Ukraine.
On May 25, the Russian Foreign Ministry issued a statement following reports of drone strikes in Starobilsk, accusing Ukraine of targeting civilian sites and threatening to expand attacks on Kyiv and its infrastructure. The statement indicated intentions to carry out systematic strikes on Ukrainian defense enterprises, particularly in Kyiv, as well as on decision-making centers and command posts.
European embassies responded to Russia’s threats regarding renewed strikes on Kyiv, affirming their commitment to continue operations. The Ukrainian Foreign Ministry characterized these threats as intimidation and escalation by Russia, urging allies not to respond with concessions but to enhance support for Ukraine, including military assistance.
Julie Davis, the U.S. Chargé d’Affaires in Ukraine, condemned the nighttime attack on Kyiv on May 24, which targeted museums, metro stations, residential buildings, and other civilian sites.
U.S. Secretary of State Marco Rubio reported that he conveyed a message from President Trump regarding Putin’s threats to strike Kyiv and recommended the evacuation of diplomatic personnel.
