The Ukrainian Parliament, known as the Verkhovna Rada, recently failed to pass amendments related to the taxation of international packages. The proposed changes to Bill No. 12360, which aimed to eliminate the tax exemption threshold for packages valued under 150 euros, did not garner enough support.
Only 222 votes were cast in favor, falling short of the 226 required for approval, leading to the bill’s rejection. This outcome raises concerns regarding the future of external financing for Ukraine, particularly in light of ongoing negotiations with the International Monetary Fund (IMF).
Sources familiar with the negotiations indicated that the taxation of packages is a critical issue. Without a resolution, the IMF may halt its funding program, impacting Ukraine’s financial stability. If the legislation is not passed soon, it could become a prerequisite for receiving the second tranche of the loan.
The bill proposed to impose taxes on all international packages, regardless of their value. Currently, packages valued at up to 150 euros are exempt from value-added tax (VAT) and customs duties. The amendments, aligned with IMF requirements, suggested maintaining the exemption only for non-commercial packages valued at up to 45 euros, which would remain free from VAT and customs duties.
For packages valued between 45 and 150 euros, a VAT of 20% was to be introduced. Additionally, for items exceeding 150 euros, both VAT and a 10% customs duty would apply to the amount over the threshold. Presently, VAT and customs duties are only calculated on the portion of the value that exceeds 150 euros.
