Germany Proposes Special EU Status for Ukraine Amid Membership Discussions

German Chancellor Friedrich Merz has put forward a proposal to grant Ukraine a special status as an “associated member” of the European Union. This initiative aims to allow Ukrainian officials to participate in EU summits and ministerial meetings, albeit without voting rights.

In a letter addressed to EU leaders, which was reviewed by Reuters, Merz emphasized the need for EU member states to commit politically to applying mutual assistance provisions to Ukraine, thereby enhancing its security guarantees.

This proposal represents an effort to strike a balance between expediting Ukraine’s EU membership and acknowledging its current status as a candidate country at the beginning of the accession process.

“My proposal reflects the unique situation of Ukraine, a country at war. It will help facilitate ongoing peace negotiations as part of a diplomatic resolution,” Merz stated.

He further noted that this initiative is crucial not only for Ukraine’s security but also for the stability of the entire continent.

President Volodymyr Zelensky has expressed hopes for Ukraine to join the EU by 2027; however, many EU member states consider this timeline overly optimistic. Countries such as France, Germany, the Netherlands, and Italy have shown reluctance to accelerate discussions about new membership, including Ukraine’s.

Both Chancellor Merz and Polish Foreign Minister Radoslaw Sikorski have indicated that a swift accession for Ukraine appears unlikely at this time.
