Pavlo Palisa, Deputy Head of the President’s Office of Ukraine, stated that there are currently no plans to lower the draft age or impose travel restrictions for men aged 18 to 24. He made these remarks during an interview with 24 Channel.
“At this moment, the issue of extending the draft age and restrictions for the specified age group is not being considered under the current scenario,” said Palisa.
When asked about the timeline for potentially revisiting this issue, Palisa indicated that future decisions would depend on the situation at the front lines.
“Everything will depend on the situation at the front, of course, but at this moment, this issue is not being discussed or even assessed in terms of risk evaluation,” he added.
Palisa also addressed the question of whether a draft for women should be announced, emphasizing that there are no plans for compulsory conscription of women.
“Currently, the mobilization of women is not under discussion. It is purely voluntary. Women, just like men, can sign a contract under absolutely general conditions. Just like the ‘Contract 18-24,’ please,” stated the official.
Additionally, when asked about the possibility of simplified conditions or shorter contracts for women, Palisa noted:
“The program being prepared by the Ministry of Defense will have general conditions for both men and women, and for women, they will be quite attractive,” said the Deputy Head of the President’s Office.
Details on the ‘Contract 18-24’ Program
Prior to Donald Trump’s inauguration, U.S. officials and NATO representatives urged Ukraine to lower the draft age to 18, citing the need for manpower on the front lines. President Zelensky rejected these requests and later announced the annual ‘Contract 18-24,’ available for men aged 18 to 24. Benefits include one million hryvnias, interest-free mortgages, and a social package.
The contract is limited to combat positions, including roles such as shooter, grenade launcher, and scout. Training lasts over 80 days, and financial support is also available for those serving in the military under 25.
Interested individuals can apply through the official website 18-24.army.gov.ua or via the ‘Reservist+’ app. Following application, candidates will consult with a recruiter, sign a contract, and undergo training in combat units.
However, there is a possibility of being denied a contract based on health conditions, particularly mental health. Decisions will be influenced by the Military Medical Commission and brigade representatives.
