Ukrainian Police Chief Dismissed Amid Accountability Measures

Evgeny Zhukov has been relieved from his position as the head of the Patrol Police Department and appointed as an advisor to the National Police Chief Ivan Vygivsky, focusing on wartime issues. This decision was confirmed by Interior Minister Igor Klymenko.

Klymenko described Zhukov as a respected combat officer, acknowledging his contributions to military operations. However, he noted the challenges of maintaining leadership in light of recent significant errors made by officers during their policing duties, which have affected the integrity of the law enforcement system. Zhukov himself expressed a desire to resign, stating, “Minister, I will announce my resignation now.”

Despite his dismissal, Klymenko expressed a wish for Zhukov to remain within the team, emphasizing the importance of his expertise in wartime matters. “Evgeny Zhukov has been appointed as an advisor to the head of the National Police and will address police involvement in the war,” Klymenko stated.

The Interior Minister also addressed broader personnel changes resulting from an internal investigation, indicating a comprehensive reshuffle within the department. “We have removed personnel from all levels, from platoon commanders to the head of the Patrol Police in Kyiv. There may be additional personnel decisions forthcoming. The National Police Chief will communicate these changes,” he added.

Klymenko underscored the necessity for appointing deputies with combat experience in every unit, highlighting the need to enhance training and modernize practices to prevent similar incidents in the future. “I discussed with General Fatevich, who will temporarily assume the duties of the Patrol Police Department head, the need to strengthen and modernize training. Patrol officers will now regularly train on ranges,” he explained.

To improve police training, military instructors with combat experience from the National Guard’s 1st and 2nd Army Corps, as well as personnel from the State Border Guard Service, will be involved. “This initiative will initially focus on the patrol service, with plans to extend to district departments. We will also offer demobilized veterans opportunities to continue their service in police training programs,” Klymenko stated. He emphasized the importance of training not only in physical skills but also in psychological resilience, which he believes is best developed through practical experience alongside qualified instructors.

The dismissal of Evgeny Zhukov from the Patrol Police Department reflects ongoing accountability measures within Ukraine's law enforcement. The Interior Minister has outlined plans to enhance training and personnel selection, emphasizing the integration of combat-experienced individuals into police operations.
