Ukrainian Labor Market Faces Challenges Amid Demographic Shifts

The Ukrainian labor market is currently characterized by a focus on survival rather than expansion, according to experts. Despite a significant shortage of workers, employers are hesitant to hire foreign nationals, older individuals, and women for roles traditionally dominated by men.

Vladislav Ierusalimov, head of human capital research at the Center for Public Finance and Public Administration Analysis, highlighted these trends during a recent event titled “Human Capital: The Foundation of Ukraine’s Economic Recovery.” He noted that employers are primarily looking to fill positions with local talent, reflecting a cautious approach to recruitment.

Employers’ reluctance to hire women for certain roles is not driven by sexism, Ierusalimov explained. Instead, it stems from the nature of these jobs, which often involve unpaid, low-skilled, and physically demanding work that many women are understandably reluctant to pursue. He pointed out that initiatives aimed at encouraging women to enter fields like bus driving have had limited success, yielding only a small number of qualified candidates.

Another underutilized demographic in the labor market is individuals aged 60 and older. This group comprises over 10 million people in Ukraine, yet their potential remains largely untapped, even as the country faces significant demographic pressures.

Ierusalimov emphasized that the labor market is currently oriented towards survival, lacking the momentum for growth. He noted that the ongoing crisis has led to a critical shortage of labor, with projections indicating that Ukraine could face a deficit of between 4 and 9 million workers over the next decade. This situation is exacerbated by mass migration, population decline due to the ongoing conflict, and a deepening demographic crisis.

In light of these challenges, there has been a shift in hiring practices. Employers are increasingly open to hiring older workers, particularly those aged 55 and above, as they adapt to the pressing need for labor. This marks a significant change in attitudes toward age discrimination in the workplace.

As reported earlier, the head of the Migration Policy Office, Vasyl Voskoboynyk, indicated that the labor shortage is a pressing concern. The factors contributing to this crisis include widespread emigration and the ongoing war, which have severely impacted the workforce.
