The Ukrainian Minister of Defense, Mykhailo Fedorov, has outlined significant developments in military reforms and operational successes over recent months. His statements, made via Telegram, highlight ongoing efforts to enhance mobilization and service conditions within the Armed Forces.
Fedorov indicated that ten out of thirty projects aimed at reforming military mobilization are nearing completion, with further details to be disclosed in due course. He emphasized the systemic challenges faced during his tenure, including a lack of clear objectives and accountability within the military framework.
Among the notable achievements mentioned by Fedorov is March’s record for enemy losses, which included the elimination of 36,000 Russian soldiers and significant damage to military equipment and air defense systems. He also discussed improvements in funding mechanisms, particularly through the ‘Ramstein’ initiative, which has announced a record $38 billion for the year 2026, focusing on the quality and oversight of military aid.
Fedorov reported that the procurement of drones and robotic platforms in the first quarter of this year surpassed that of the entire previous year. An additional 400 million UAH has been allocated to develop drone assault units, with a new combat concept being formulated to integrate drone operations with ground forces.
Furthermore, he announced a landmark contract for PAC missiles for the Patriot system, supported by Germany, which is set to commence next year, establishing a foundation for future missile procurements.
Addressing Systemic Issues
The Minister underscored the identification of fundamental issues within the military structure that require resolution, stating:
“With figures, facts, and names. An effective system cannot be built on deception.”
Appointment and Future Plans
Fedorov was appointed as Minister of Defense on January 14, with 277 members of the parliament voting in favor. Prior to this role, he led the Ministry of Digital Transformation. David Arakhamia, head of the Servant of the People faction, noted that approximately 2 million individuals would be removed from the search lists of Territorial Centers for Recruitment and Social Support as part of the mobilization reform.
Fedorov is expected to present his reform proposals to relevant parliamentary committees and factions in the coming month, indicating a comprehensive reform agenda.
