New Social Assistance Program Introduced in Ukraine for Low-Income Families

Ukraine has introduced a new model of social assistance aimed at supporting low-income families, with the program expected to be fully operational by January 1, 2027. Currently, it is being implemented in an experimental format as the legislative framework undergoes further refinement following its initial reading.

According to Elena Voronkova, a lawyer at Ivan Khomyts Law Firm, the new legislation outlines eligibility criteria for receiving social assistance, the amount of support available, and the application process. The proposed assistance amount is set at 4,500 UAH per month for individuals who are unemployed. For those who are employed, the amount will be adjusted based on their earnings.

Voronkova explained that the calculation for a family will consider the total income over the previous three months. The first family member applying for assistance will receive the full amount of 4,500 UAH, while subsequent members, such as children or individuals with disabilities, will also receive 4,500 UAH. Other adult family members will receive 70% of the assistance amount, totaling 3,150 UAH.

For example, a single mother with two children and no other income could receive approximately 13,500 UAH monthly, assuming each family member qualifies for the full amount. It is crucial to note that all income sources will be taken into account when determining eligibility, including any government assistance received.

Voronkova emphasized the importance of understanding how to assess whether the new social assistance will be beneficial, as individuals receiving other forms of government aid will need to choose the most advantageous option, as these amounts cannot be combined.

Eligibility Criteria for Social Assistance

The proposed changes in the law do not significantly alter the criteria for receiving social assistance. The main innovation is that local government bodies, including city, town, and village councils, will be required to proactively inform eligible individuals about their rights to this support.

Voronkova stated, “Local authorities must identify eligible citizens and conduct outreach to ensure they are aware of their rights and can access the assistance.” The criteria for eligibility remain focused on low-income families, single parents, and individuals with limited means, specifically those whose average monthly income per family member falls below the assistance threshold.

Application Process for Social Assistance

Individuals can apply for the new social assistance through local administrative centers, social protection offices, or the Diia online portal. Required documents include:

  • An identification document;
  • A statement of intent to receive social assistance;
  • An application for the assistance itself;

Additional documents may be required in specific circumstances, such as:

  • Proof of income for family members for the relevant period;
  • Documentation confirming family composition;
  • Evidence of property damage or loss, if applicable;
  • Medical certificates for long-term illnesses;
  • Judicial documents regarding missing persons or death declarations.

Detailed instructions on how to apply for social assistance through the Diia portal are available online. This service is accessible to individuals already receiving support as low-income families or single parents.

Exclusions from Social Assistance

Social assistance will not be granted or may be terminated under certain conditions, including:

  • The presence of able-bodied family members aged 18 to 60 who are not employed, studying, or seeking work;
  • Significant purchases made by family members within the last year exceeding 100,000 UAH;
  • Holding foreign currency or precious metals exceeding 100,000 UAH;
  • Ownership of more than one vehicle less than 15 years old, with exceptions for specific circumstances.

Furthermore, if an individual is found to be working informally, this may affect their eligibility for assistance. Any previously received funds may also be subject to repayment if non-compliance is discovered.

Ukraine has launched a new social assistance program aimed at supporting low-income families, set to be fully operational by January 2027. The program outlines eligibility criteria, payment amounts, and the application process, while local authorities are tasked with ensuring eligible citizens are informed about their rights to assistance.
