Corruption Agency Official Accused of Fraud While on Military Leave

The National Agency for the Prevention of Corruption (NAPC) has revealed that Vitaliy Shabunin, a military officer assigned to the agency, did not report for duty during his deployment from 2022 to 2023. Despite his absence, he continued to receive a salary, raising questions about the oversight of military personnel in civilian roles.

According to Stanislav Bronevitsky, a former prosecutor with the Specialized Anti-Corruption Prosecutor’s Office (SAP), a report from the State Audit Office confirmed that Shabunin was absent for 132 days and caused financial losses amounting to 224,249.49 UAH. The report also highlighted a lack of documentation regarding his work location and hours.

Bronevitsky noted that there were no records of Shabunin’s access to NAPC premises, nor were any passes issued for him to enter the building. Furthermore, internal documents justifying his assignment were reportedly nonexistent.

Shabunin, who heads the Center for Countering Corruption, has faced allegations of fraud and evading military service obligations. His former commander, Viktor Yushko, is also under investigation for exceeding his authority. Shabunin has since claimed that he resigned from military service due to vision problems.

The situation raises significant concerns about accountability within the NAPC, especially regarding the management of military personnel in civilian roles. As investigations continue, the agency’s practices and oversight mechanisms are likely to come under scrutiny.
