US-Iran Memorandum of Understanding Unveiled Amid Ongoing Tensions

US officials have released the full text of a memorandum of understanding aimed at facilitating negotiations to resolve ongoing conflicts between the United States and Iran. The document outlines commitments from both nations to cease military operations and avoid threats against each other.

The memorandum stipulates that the US and Iran must immediately halt all military actions, including combat operations in Lebanon, and refrain from future hostilities. A final agreement is expected to be reached within 60 days.

“This agreement does not impose binding obligations, but if Iran demonstrates positive behavior, we are willing to reward that and improve their relationships in the Middle East and globally,” an anonymous US official stated.

Furthermore, the text includes significant economic commitments from Washington. The US is set to gradually lift sanctions against Iran, authorize the export of Iranian oil, unfreeze Iranian assets, and support an economic recovery program for Iran valued at over $300 billion.

“The easing of sanctions is linked to nuclear negotiations, and we are using similar language to conclude both sections. The extent to which you engage on nuclear issues will determine the easing of sanctions,” the official added.

The memorandum also addresses security concerns, proposing the removal of the US naval blockade of Iran within 30 days and a subsequent withdrawal of American forces from Iranian borders following the final agreement. In return, Tehran is expected to ensure safe navigation through the Strait of Hormuz, conduct mine clearance, and restore commercial shipping routes.

“We anticipate that within 30 days after the final agreement, if we reach one, we will revert our military presence in the region to pre-conflict levels,” the US official noted.

A dedicated section of the document focuses on Iran’s nuclear program. Iran has reaffirmed its commitment to refrain from developing nuclear weapons, with plans to dispose of or reprocess enriched materials under a mechanism agreed upon with the International Atomic Energy Agency (IAEA). Until a final agreement is reached, Iran must maintain the current status of its nuclear program, while the US commits to refrain from imposing new sanctions and escalating military presence in the region.

Additionally, the memorandum proposes the establishment of a joint monitoring mechanism to oversee compliance with the agreements. The final accord is expected to be formalized through a separate binding resolution from the United Nations Security Council.

In a related context, on February 28, Israel and the US conducted a series of strikes against Iran, targeting locations including the capital, Tehran. This operation is part of ongoing military actions that began in June 2025, with US President Trump accusing Iran of supporting militant groups across the region.

In response to the attacks, Iran initiated assaults on US bases and civilian infrastructure in neighboring countries, while also threatening to close the Strait of Hormuz.

On March 1, reports confirmed the deaths of Iran’s Supreme Leader Ayatollah Ali Khamenei and several family members following the coordinated military strikes. Khamenei’s nearly 40-year leadership was concluded by this joint operation. Subsequently, on March 8, Iranian news agency Fars reported that the Assembly of Experts officially selected Khamenei’s son, Mojtaba Khamenei, as the third Supreme Leader of the Islamic Republic.

On March 23, President Trump stated that the US and Tehran had engaged in “very successful and productive” discussions regarding the situation in the Middle East, a claim that Iran has denied.

On April 7, Trump announced a two-week suspension of airstrikes against Iran, contingent upon the reopening of the Strait of Hormuz. He indicated that the ceasefire would be mutual and that Iran’s ten-point proposal could serve as a basis for negotiations.

The US and Iran have released a memorandum outlining commitments to cease military actions and negotiate a final agreement within 60 days. The document includes provisions for economic sanctions relief and security measures, amidst ongoing military tensions in the region.
