The High Anti-Corruption Court of Ukraine has ordered the seizure of a luxury apartment and a parking space owned by Vice Prime Minister Oleksii Kuleba, who also serves as the Minister for Communities and Territories Development. This decision follows a request from prosecutors at the Specialized Anti-Corruption Prosecutor’s Office (SAP).
The seized assets include an apartment valued at 4.4 million hryvnias (approximately $120,000) and a parking space worth 520,000 hryvnias. Prosecutors allege that Kuleba has access to these properties and could influence his sister regarding their management, potentially hindering future state confiscation efforts. Following the court’s ruling, these assets cannot be sold or used as collateral.
On June 17, the SAP filed a lawsuit with the High Anti-Corruption Court, seeking to declare the assets unjustified and to have them forfeited to the state. The assets in question were reportedly acquired through Kuleba’s sister in 2021, during his tenure as the first deputy head of the Kyiv City State Administration.
Investigators claim that in 2023, Kuleba facilitated the signing and state registration of key contracts related to the management of the properties, involving his driver in the process. At that time, he was employed at the Office of the President of Ukraine. The SAP has also examined the official income of Kuleba’s family and concluded that they did not possess sufficient legal income to justify the acquisition of these assets.
In response to the allegations, Kuleba stated in an interview that the proceedings against him are civil rather than criminal. He expressed his willingness to cooperate with the investigation and maintained that he has acted transparently while in public office, asserting that he has not concealed any of his income, assets, or other information required for declaration.
