Rustem Umerov, Ukraine’s chief negotiator and Secretary of the National Security and Defense Council, arrived in Berlin on Tuesday for discussions with national security advisors from Germany, France, and the United Kingdom, collectively known as the E3 group. This visit follows Umerov’s earlier meetings in Brussels with a senior European Commission official regarding defense industry cooperation.
Reports indicate that Umerov’s arrival in Berlin coincides with rising tensions between German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelensky. Merz recently proposed a conditional ‘associated membership’ for Ukraine in the European Union, suggesting this status could precede full EU membership. President Zelensky rejected this proposal, asserting that Ukraine’s place in the EU should be complete and equal.
An anonymous EU diplomat noted that the timing of Merz’s initiative has raised questions in Brussels. “Last week, many were asking why Merz chose to announce his proposal for Ukraine’s associated membership at this moment,” the diplomat remarked. “Umerov’s presence in Berlin today indicates a clear connection between these events.”
The German Chancellor’s spokesperson declined to comment on the discussions, citing the confidential nature of the meeting. Similarly, the Ukrainian embassy in Berlin refrained from providing statements regarding Umerov’s visit.
Umerov’s office confirmed to various media outlets that he is in Berlin and has met with German Foreign Ministry Secretary of State, Andreas Michaelis. Their discussions focused on security issues, the negotiation process, and defense cooperation, including the Drone Deal between Ukraine and Germany. Umerov’s team characterized this trip as a routine engagement with European colleagues.
European ministers have responded cautiously to Chancellor Merz’s proposal for Ukraine’s potential ‘associated membership’ in the EU without full voting rights. They emphasized that the priority remains Ukraine’s full accession to the EU through the existing merit-based enlargement process.
