Ukrainian Anti-Corruption Prosecutors Target Minister Alexey Kuleba Over Asset Disputes

The Specialized Anti-Corruption Prosecutor’s Office (SAP) has filed a lawsuit with the High Anti-Corruption Court to challenge the legitimacy of assets acquired by Alexey Kuleba, the Minister for Community and Territorial Development.

According to SAP’s announcement via Telegram, Kuleba, while serving as the first deputy head of the Kyiv City Administration in 2021, facilitated preliminary agreements for the purchase of an apartment and parking space in Kyiv through his sister.

In 2023, Kuleba reportedly oversaw the finalization of contracts, their state registration, and additional agreements related to property management, involving his driver in the process. At that time, he was already part of the Office of the President of Ukraine.

Prosecutors have scrutinized the official income of Kuleba’s family and concluded that they lacked sufficient legal earnings to justify the acquisition of the mentioned assets. SAP is seeking to have the family’s assets confiscated for the benefit of the state.

Efforts to obtain a comment from Kuleba are ongoing.

Background on Alexey Kuleba

On February 8, 2022, President Volodymyr Zelensky appointed Alexey Kuleba as the head of the Kyiv Regional State Administration. Prior to this, he served as the first deputy head of the Kyiv City State Administration, focusing on self-governance issues.

On March 15, 2022, President Zelensky appointed former Joint Forces Operation Commander Alexey Pavlyuk as the head of the Kyiv Regional Military Administration. Kuleba, who had been leading the Kyiv Regional State Administration since February 2022, also headed the regional humanitarian headquarters.

On May 21, 2022, the president signed decree No. 353/2022, reaffirming Kuleba’s position as head of the Kyiv Regional State Administration, while another decree, No. 352/2022, relieved Alexander Pavlyuk of his duties.

From January 24, 2023, to September 4, 2024, Kuleba served as the deputy head of the Office of the President of Ukraine. In September 2024, he was appointed as the Vice Prime Minister for Ukraine’s Reconstruction and Minister for Community and Territorial Development.

The Specialized Anti-Corruption Prosecutor's Office has initiated legal action against Minister Alexey Kuleba, alleging irregularities in asset acquisitions during his tenure in public office. The case highlights concerns regarding the legitimacy of his family's financial resources.
