Starting in May 2026, Ukraine will introduce significant changes to its railway infrastructure and rolling stock safety regulations. These modifications were approved by the Cabinet of Ministers on January 26, 2022, as part of a broader initiative to align the country’s technical regulations with European Union standards.
The Ministry of Community and Territorial Development highlighted that these changes aim to enhance transportation safety, build trust in compliance assessment procedures, and improve the competitiveness of Ukraine’s railway sector.
The revised regulations will comprehensively update the approaches to technical regulation within the railway industry. They will clearly outline which products require compliance assessment, the specific procedures for these assessments, and the standards expected from organizations conducting such evaluations.
According to the ministry, the preparation for these regulatory changes has spanned over four years. During the transition period, the Ministry of Economy has designated eight organizations capable of assessing product compliance with the new regulations.
One reason for the delay in implementing certain provisions was the previous reliance on procedures established under the Agreement on Coordination of Railway Transport Authorities of the CIS. Following Ukraine’s exit from this agreement, there arose a need to develop independent procedures.
The updated regulations will require certification not only for products but also for the manufacturing, modernization, and repair processes of rolling stock, as well as its components and infrastructure elements. This represents a shift from a formal compliance verification approach to a more systemic assurance of safety throughout the entire product lifecycle.
