The Ukrainian government has announced the formation of a task force aimed at developing comprehensive legislation to address the unique legal status and operational needs of areas near the front lines. This initiative comes in response to the ongoing challenges faced by residents in these regions, particularly as the conflict continues to impact daily life.
Kyrilo Budanov, head of the President’s Office, revealed the establishment of this inter-agency working group during a coordination meeting attended by Prime Minister Yulia Svyrydenko, government officials, and members of parliament. Budanov emphasized the urgency of the situation, noting that over six million citizens reside in ten regions along the front line, many of whom have chosen to remain despite the constant threat of violence and significant destruction of infrastructure.
Budanov stated, “We must understand the clear language of numbers: today, over six million of our citizens live along the line of fire. These are people who, despite daily terror from the enemy and hundreds of thousands of destroyed infrastructure facilities, have chosen to stay in Ukraine—to work and live in their communities.” He highlighted that temporary measures in these frontline territories are no longer sufficient, and that residents require substantial support from the state.
Key issues identified by Budanov include the protection of energy facilities, disparities in payments to internally displaced persons (IDPs), and the lack of security guarantees for healthcare workers, educators, and municipal employees who operate under constant threat. He called for the swift development of a unified legal framework to better regulate activities in these areas.
Budanov expressed confidence in the ability of lawmakers and government officials to quickly establish new rules and operational guidelines for these regions, stating, “I expect prompt action from members of parliament and government officials to adopt essentially new rules and specifics for the functioning of these regions.” He reiterated that individuals living near the front lines must receive maximum support from the government.
In a related development, the government has introduced a new recovery program for businesses affected by shelling, offering loans at a minimal interest rate of 0.1% for the first two years. This initiative aims to assist in the rebuilding of local economies and infrastructure.
