UK Defence Minister Resigns Over Insufficient Military Funding

John Healy, the UK Defence Minister, announced his resignation on Thursday, citing disagreements with the government’s defense spending plans, which he believes do not adequately address the threats faced by the country. Healy made his statement public via the social media platform X, addressing Prime Minister Keir Starmer directly.

In his letter, Healy expressed concerns that Starmer and the Treasury had failed to allocate the necessary funds for a defense investment plan intended to transition the British armed forces to a state of readiness. He emphasized that the proposed funding levels were inadequate given the current challenges.

He listed several pressing issues, including the ongoing conflict in the Middle East, where the UK is leading a multinational military mission in the Strait of Hormuz; security concerns in the Far North, where the UK commands NATO’s Arctic Guardian mission; and increased Russian activity towards the UK and NATO countries, alongside intensifying attacks in Ukraine. Healy referenced Starmer’s previous warnings regarding a potential Russian attack on NATO countries by 2030.

Healy stated, “You have failed, and the Treasury has been unwilling to provide the resources necessary for the country’s defense amid rising threats.” He called for a defense spending target of 3% of GDP by 2030, in line with NATO commitments. He asserted that without a defense budget that meets contemporary requirements, he would be compelled to make decisions that could lower the readiness of the armed forces and increase risks during operations.

He concluded his letter by stating, “Having explained that I cannot agree to a defense budget deal that does not provide our armed forces with the necessary resources, I have no choice but to resign as Defence Minister.” The defense investment plan, which has been a point of contention since the beginning of the year, has also faced criticism from military officials.

On the same day, General Richard Nugee, the Chief of the Defence Staff, sent a letter to Prime Minister Starmer expressing concerns that the proposed defense spending levels were inadequate. The funding shortfall for the Royal Navy, Army, and Royal Air Force has been estimated at a minimum of £28 billion (approximately €32 billion).

Last week, General Nugee publicly voiced worries about the limited time available for the UK to bolster its defenses in response to the threat posed by Russia.
