U.S. Military Aid to Ukraine Delayed Amid Congressional Approval

U.S. Secretary of State Marco Rubio announced that updates regarding $400 million in military assistance for Ukraine will be forthcoming, following Congressional approval. The release of these funds is currently stalled at the Pentagon.

Rubio made this statement during a Senate subcommittee meeting on June 3, as reported by Reuters. He assured that news about the $400 million approved by Congress would be available soon, noting that the decision to allocate these funds is undergoing interdepartmental review.

“It is currently going through interagency procedures,” Rubio stated.

Context of Delays in Aid to Ukraine

In 2025, Congress approved military assistance for Ukraine through a bipartisan vote. The fiscal year 2026 defense budget includes $400 million allocated for the Ukraine Security Assistance Initiative (USAI), aimed at producing priority weapons for Ukraine’s defense forces by American companies. An additional $400 million is earmarked for the same program in 2027.

Senate Appropriations Defense Subcommittee Chairman Mitch McConnell criticized the Pentagon for its months-long delay in contracting these funds. He linked the holdup to Deputy Under Secretary of Defense for Policy Ely Ratner, whose office, according to McConnell, has not provided sufficient explanations to senators regarding the delay.

According to McConnell, Ratner was responsible for the previous decision to halt arms shipments to Kyiv and had excluded assistance for Ukraine and Baltic states from the Pentagon’s 2026 budget proposal, labeling it as “wasteful.” Congress later reinstated this funding.

During hearings on April 29, Congresswoman Sara Elfreth inquired about the timeline for the disbursement of the $400 million to Ukraine.

“The Department acknowledges that the $400 million was allocated for building European capability, and as of yesterday, those funds have been released for contracting,” said Pentagon official Heagset.

When Elfreth asked when the weapons would actually arrive in Ukraine, Heagset responded that it would depend on what Ukraine decides to purchase with the allocated funds. He noted that the Pentagon will follow the guidance of the U.S. European Command (EUCOM), which manages these resources.
