On April 23, 2023, a poignant installation featuring 20,000 teddy bears was unveiled on the National Mall in Washington, D.C. Each bear symbolizes a Ukrainian child reportedly abducted by Russian forces during the ongoing conflict. The event coincided with a rally attended by U.S. lawmakers, religious leaders, and human rights advocates who called for increased sanctions against Russia and efforts to return the children.
The installation was strategically placed near Capitol Hill, with organizers selecting teddy bears as a representation of children, noting that revealing photographs or names of the abducted could complicate their return. Kateryna Pavlevych, one of the event’s organizers, stated, “We wanted to demonstrate in a very visual way what 20,000 children means. One teddy bear symbolizes one child abducted by Russia. Our goal is to ensure that Congress, the administration, and Washington cannot ignore the scale of the problem of child abduction.”

Democratic Congressman Jamie Raskin described the abductions as a war crime and a potential indicator of genocide. He emphasized that the American public stands in solidarity with Ukrainians and resonates with the message of the rally.
“This is a flagrant violation of international humanitarian law, the laws of war. This is a war crime, and if it is done intentionally to defeat a people, it is part of the evidence of genocide,” — Jamie Raskin.
Republican Congressman Michael McCaul estimated that the actual number of abducted Ukrainian children could be as high as 100,000, far exceeding the confirmed figure of 20,000. He noted that some parents were reportedly coerced into relinquishing their children.
McCaul has proposed a resolution urging that the return of Ukrainian children be included in any ceasefire agreement, along with additional sanctions against countries purchasing Russian oil. He mentioned discussions with Senators Lindsey Graham and Richard Blumenthal regarding legislation aimed at imposing sanctions on Russia, and he plans to visit Ukraine in July to meet with President Volodymyr Zelensky.
Democratic Senator Richard Blumenthal is working on a bipartisan bill that would officially designate Russian President Vladimir Putin as a war criminal if he fails to return the abducted children. He also indicated that he will visit Ukraine for the eleventh time in May.
“What Vladimir Putin is doing today should engage all of America not only as a political and legal challenge but as a moral imperative: we must defeat Russia. We must ensure the preservation of Ukraine as a nation, as a people, as a culture, and I can tell you that the American people will be with you,” — Richard Blumenthal.
According to Daria Gerasimchuk, the Ukrainian presidential commissioner for children’s rights, as of late March 2023, Ukrainian authorities were aware of over 19,500 children taken from temporarily occupied territories to Russia. The exact number is difficult to ascertain due to the conditions of occupation.
On April 5, 2023, 49 countries jointly condemned Russia for organizing a Security Council meeting regarding the alleged legal justifications for the abduction of Ukrainian children from occupied territories. The United Kingdom blocked the broadcast of remarks made by Russia’s children’s rights commissioner, Maria Lvova-Belova, on UN platforms, calling for her to be held accountable in The Hague.
The Office of the Prosecutor General in Ukraine indicated that there is currently no transparent algorithm or mechanism for returning deported Ukrainian children from Russia.
On March 17, 2023, the International Criminal Court issued arrest warrants for Putin and Lvova-Belova, who are suspected of illegally deporting and relocating Ukrainian children.
On February 17, 2026, President Zelensky reported that Ukraine had successfully returned 2,000 children.
The installation of 20,000 teddy bears in Washington serves as a stark reminder of the Ukrainian children abducted by Russian forces. U.S. lawmakers and advocates are calling for action to address this humanitarian crisis and to implement stricter sanctions against Russia.
