German Federal Office Selects ChapsVision for Data Analysis Tools

The German Federal Office for the Protection of the Constitution (BvF) has awarded a contract to the French company ChapsVision for advanced data analysis tools, marking a significant shift in its analytical capabilities. This decision comes after American firm Palantir lost out on the contract it had pursued for several years.

According to reports from French media outlet Openxnews, the BvF has acquired the ArgonOS platform from ChapsVision. This artificial intelligence-driven platform is designed to process large volumes of data, integrating information from both open and closed sources.

ArgonOS will operate in a secure environment, with access restricted solely to BvF personnel. This requirement was stipulated to ensure that the company would not have access to the agency’s data or the ability to utilize it for other purposes.

Palantir, which also sought the contract, has previously provided its Gotham software to various German state police forces, including those in Bavaria and Hesse. This program enables rapid analysis of personal profiles based on individual data, criminal records, and social media activity.

The Society for Civil Liberties in Germany has raised multiple constitutional complaints regarding the use of such technologies. In a ruling earlier this year, the Federal Constitutional Court deemed the automated and indiscriminate use of data by the Hesse police unconstitutional.

On May 12, the Ukrainian Ministry of Defense announced that Minister Mykhailo Fedorov and Palantir executives were exploring collaboration opportunities in artificial intelligence, data analysis, and technology scaling.

In May 2024, the Ukrainian Ministry of Economy and Palantir signed a partnership agreement aimed at humanitarian demining efforts. The AI technology from Palantir is set to assist in decision-making processes related to mine clearance activities.

Palantir’s technology is also utilized by the U.S. Immigration and Customs Enforcement (ICE) to identify and monitor migrants using publicly available data, including social media, location histories, and tax information.

The German Federal Office for the Protection of the Constitution has selected ChapsVision's ArgonOS platform for data analysis, ending Palantir's pursuit of the contract. This decision reflects ongoing discussions about data privacy and the use of technology in law enforcement.
