EU Approves 20th Sanctions Package Against Russia Amid Ongoing Conflict

The European Union has officially approved its 20th sanctions package against Russia, which was finalized on April 23. This new set of restrictions targets entities and individuals supporting Russia’s military-industrial complex, particularly focusing on the so-called “shadow fleet”.

According to an anonymous EU official, the sanctions will affect 60 organizations linked to Russia’s military efforts, imposing stricter export controls, especially on dual-use goods. Additionally, 20 financial institutions will face new limitations as part of the measures.

The sanctions package also lays the groundwork for a future ban on maritime transport of Russian oil, aligning with coordinated efforts from G7 nations. Notably, 46 vessels associated with Russia’s shadow fleet have been added to the sanctions list.

On the same day, the EU Council approved amendments to the long-term EU budget for 2021-2027, which will facilitate a €90 billion loan to Ukraine in the years 2026-2027. This adjustment removes the last legal barriers to providing financial support to Ukraine.

The 20th sanctions package has been adopted in its previously agreed form from February 2025, which notably does not include a complete ban on maritime services for Russian tankers. Ukrainian President Volodymyr Zelensky expressed his approval of both the €90 billion loan and the new sanctions against Russia.

The EU has enacted its 20th sanctions package against Russia, targeting military support entities and paving the way for future oil transport bans. This move coincides with financial assistance for Ukraine, reflecting ongoing international efforts to address the conflict.
