The digitization of paper employment records in Ukraine will persist beyond June 10, 2023, allowing individuals to submit their documents for electronic processing even after this date. This announcement was made by Halyna Nedzielska, head of the Pension Fund’s main office in Lviv region, during a public broadcast.
Nedzielska noted that the initiative to digitize employment records began in 2021. According to legislation aimed at transitioning to electronic employment documentation, employers are responsible for submitting these records. She emphasized that employers should only return physical copies of employment records to employees once all relevant data has been entered into the insured persons register.
However, some employers have failed to update the electronic system, which has led employees to undertake the digitization of their own records. Nedzielska reassured the public that the process would continue after June 10, ensuring that no employment history would be lost.
The Ministry of Social Policy highlighted that the five-year transitional period for transferring information from paper employment records to the electronic system will conclude on June 10, 2026. Nevertheless, this does not imply that employment history will be invalidated after this date. Individuals will still have the opportunity to submit their paper records for digitization.
The Ministry explained that the transitional period was established to facilitate the gradual transfer of a substantial volume of information from paper records to the Register of Insured Persons. During this time, both employers and employees have been able to submit scanned copies of employment records, allowing the Pension Fund to process and incorporate this data into the electronic system.
Key Points to Note:
- The digitization process remains unchanged. Individuals can still submit their paper employment records for entry into the electronic system, either through their employers or directly via the Pension Fund’s electronic services portal.
- No loss of employment history after June 10. Employment and insurance records will not be forfeited if the paper records have not yet been digitized. The paper records will continue to serve as valid documentation for employment periods.
- Pensioners are not required to resubmit records. Those who have already submitted their employment history during the pension application process do not need to reapply unless there are specific reasons for updating their information.
The Ministry of Social Policy also pointed out that electronic employment records reduce the risk of document loss or damage and allow for secure storage of all employment history data in a digital format.
“The main message for citizens is that the digitization process will continue after June 10, and paper employment records will retain their significance, ensuring that accrued employment history remains intact,” the Ministry stated.
