Ukraine Appoints New Deputy Minister of Defense and Inspector General

The Ukrainian Ministry of Defense has announced the appointment of Mstyslav Banik as the new Deputy Minister and Yuriy Myronenko as the Inspector General. These appointments were confirmed by Defense Minister Mykhailo Fedorov during a government meeting.

Banik will oversee procurement reforms, aiming to enhance transparency and efficiency in military acquisitions. Fedorov highlighted Banik’s experience in developing state digital products, including his role in launching the ‘Diia’ platform and leading projects such as ‘Army+’ and ‘Reserve+’. Banik also has military experience, having served from soldier to officer, and participated in operations involving FPV drones.

Myronenko’s responsibilities as Inspector General will include evaluating the effectiveness of military decisions and providing regular analyses of operational performance. Fedorov noted that Myronenko’s role is crucial for ensuring timely adjustments to policies based on real-time feedback from the front lines.

Previously, Myronenko served as Deputy Minister of Defense, where he was involved in initiatives like the DELTA project and the implementation of Mission Control. He has also been active in the digital transformation of the military and has commanded drone units in combat.

In 2024, Ukraine has made significant strides in the digitalization of its defense sector. A notable achievement is the development of a draft law for a Unified State Register of Military Personnel, which aims to streamline military record management and enhance data security. This initiative will integrate military data into a single system, facilitating better coordination among various military structures. Additionally, the electronic system ‘Oberih’ has been launched to collect information on all military conscripts.
