Ukraine and Hungary Reach Agreement on EU Integration Demands

Ukraine and Hungary have successfully addressed 10 out of 11 demands related to Ukraine’s European Union integration. Despite one unresolved issue, Hungary has agreed to initiate the first cluster of negotiations regarding EU membership.

Details of the Agreement

In technical consultations held last week, the two countries reached consensus on most of Hungary’s stipulations. The outstanding matter pertains to the representation of national minorities in Ukraine’s parliament, which has been set aside for the time being. Nevertheless, Hungary has consented to open discussions on the first cluster of negotiations.

Both parties have decided to seek clarification from the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE) on how this issue can be practically implemented. It may resurface during future negotiations within the first cluster, which addresses human rights.

Next Steps Involving Bulgaria

According to sources, Bulgaria is also expected to present its own demands concerning national minorities. Bulgarian representatives are seeking assurances regarding educational rights for their minority in Ukraine. Reports indicate that many Bulgarians abroad typically speak Russian, and there is a desire to promote the Bulgarian language.

Future Negotiations

On Wednesday, EU ambassadors are scheduled to finalize the negotiation position regarding the first cluster, which includes a list of interim and final requirements for Ukraine. Some EU member states, such as Croatia, Romania, and Slovenia, already have electoral systems that incorporate special quotas for minority representatives.

Ukraine and Hungary have reached a significant agreement on EU integration, addressing most of Hungary's demands while leaving one issue unresolved. Bulgaria is poised to introduce its own requirements regarding minority rights, indicating ongoing discussions within the EU framework.
