The Pentagon has initiated discussions to test various Ukrainian defense technologies within the United States, including drones and electronic warfare systems that have been utilized in combat against Russia. This move underscores Washington’s interest in assessing the effectiveness of these innovations in a controlled environment.
According to sources cited by Bloomberg, the U.S. is also exploring access to specific technologies and intellectual property rights as part of an ongoing negotiation, which remains in preliminary stages.
During talks with U.S. representatives, Ukraine has asserted that its technologies have demonstrated significant efficacy in real combat scenarios. The development of drones and new tactical approaches has enabled Ukrainian forces to strike deep into Russian territory and counter the numerical superiority of the Russian military.
However, U.S. officials are keen to evaluate these products on American soil using domestic resources before making further commitments. Sources indicate that there is particular interest in technologies related to terminal guidance based on artificial intelligence, GPS-independent navigation, resilient communication channels, and the overall combat doctrine for drone deployment.
A defense industry representative explained to Bloomberg that the proposed document is likely not a traditional technology transfer agreement but rather a framework for testing and evaluating Ukrainian systems to inform future needs of the U.S. military.
Ukrainian Ambassador to the U.S., Olga Stefanishina, confirmed that both parties are working on a framework document. She stated, “As a result of collaboration with the State Department and the Pentagon, a draft framework document has been developed, which is currently under review at various institutional levels. We aim for mutually beneficial cooperation that will strengthen our armed forces.”
In related remarks, U.S. Secretary of State Marco Rubio noted that the Ukrainian Armed Forces are currently the most formidable military in Europe, attributed to their combat experience and the support of allies. Western military analysts have also recognized the Ukrainian military as among the best in Europe, with particular interest in domestic advancements in drone technology.
