On June 7, leaders from the United Kingdom, France, Germany, and Ukraine convened in London to discuss the ongoing conflict in Ukraine. Following their summit, they issued a joint statement outlining five key conditions aimed at establishing a fair and lasting peace.
Five Conditions for Peace
The leaders articulated the following conditions:
- Immediate Ceasefire: They called on Russian President Vladimir Putin to agree to a complete and immediate halt to hostilities.
- Line of Contact as a Starting Point: The statement emphasized that international borders should not be altered through force. Ukraine’s sovereign right to choose its own security mechanisms and alliances must be fully respected.
- Legally Binding Security Guarantees: The leaders proposed that Ukraine should receive legally binding security assurances following the ceasefire, referencing commitments made in Berlin in December 2025 and Paris in January 2026. This includes the deployment of multinational forces in Ukraine.
- Frozen Russian Assets: Russian assets that have been frozen will remain blocked until Russia ceases its aggression and compensates for the damages inflicted on Ukraine.
- Protection of European Security Interests: Any elements of negotiations involving the European Union and NATO require the consent of the respective member states.
Additional Discussions
During the summit, the leaders also supported Ukrainian President Volodymyr Zelensky’s proposal for direct dialogue between Ukraine and Russia, facilitated by the United States and Europe. They explored how upcoming G7 summits in Évian, the Coalition of Willing, and NATO meetings in Ankara could coordinate support for Ukraine.
Furthermore, they underscored the need to enhance the production of interceptor missiles, collaborate on missile defense systems, and develop deep-strike capabilities.
The leaders condemned the extensive Russian missile and drone attacks, including repeated use of the “Oreshnik” drones, and criticized the reckless incursions of Russian drones into NATO territory.
