Recent developments in Ukraine’s electricity procurement have led to significant challenges for public utilities and hospitals, which are struggling to secure suppliers through tenders. As a result, many are forced to rely on last-resort suppliers, often at much higher costs.
According to experts, the government acknowledges the financial losses associated with this issue but fails to assess the broader implications of suppliers not participating in tenders. Dmitrytsa, an industry expert, highlighted that while discussions focus on legislative impacts and state losses, the actual costs incurred when public entities turn to last-resort suppliers remain uncalculated.
She pointed out that the frequency of such occurrences is increasing, and the expenses incurred from last-resort suppliers are substantially higher than what would be expected under normal market conditions. “It’s crucial to consider how many entities have already turned to last-resort suppliers and the financial burden this imposes on the state due to inflated tariffs,” she remarked.
The root of the problem lies in the current procurement practices, which do not align with the unique characteristics of the electricity market, hindering suppliers from operating effectively in a volatile environment. Dmitrytsa emphasized the need for the government to engage more deeply in the pricing mechanisms of the electricity market and implement necessary legislative changes. This would enable critical infrastructure, as well as other sectors, to procure electricity at reasonable prices rather than relying on last-resort options.
Prior to these statements, Victoria Gryb, chair of the Parliamentary Committee on Energy Security, noted that the legal and regulatory framework surrounding electricity procurement is increasingly straying from market discussions, posing risks to the nation’s energy security. Earlier, Alexander Trokhimec, Vice President of Energy at the Ukrainian National Committee of the International Chamber of Commerce, stated that current practices are distorting the market and heightening risks for consistent energy supply to public and municipal consumers.
Additionally, Alexander Kudym, director of Euro Energy Trade, warned that the legal and law enforcement practices in the electricity procurement sector are altering market behavior and threatening stable supply to government institutions. The electricity market in Ukraine is also facing a critical debt crisis, with outstanding debts reaching approximately 70 billion UAH.
