US House Approves Major Aid Package for Ukraine Amid Bipartisan Support

The U.S. House of Representatives has passed a significant aid package for Ukraine, garnering support from both Democrats and 18 Republicans. The vote, which concluded with 226 in favor and 195 against, marks a pivotal moment in the 119th Congress as lawmakers overcame months of resistance to bring the legislation to the floor.

Approved late on June 4, the legislation allocates over $1 billion in aid for Ukraine, along with up to $8 billion in military loans and additional support for recovery efforts. It also includes new sanctions targeting various sectors of the Russian economy, including finance, energy, and mining.

“This was a choice between advancing freedom, democracy, and the rule of law or accepting a world where might makes right,”

stated Representative Gregory Meeks, the lead Democrat on the House Foreign Affairs Committee and a key sponsor of the bill. He emphasized that the bipartisan support reflects the House’s commitment to standing on the right side of history.

Ukrainian Ambassador to the U.S., Oksana Stefanishyna, described the vote as a “significant step forward,” highlighting Congress’s unwavering support for Ukraine’s defense. However, she cautioned against assuming the legislative battle is over.

“Let’s take it step by step,”

Stefanishyna told Radio Free Europe. “It’s truly important to pause for a moment and thank the more than 220 members of the House who ensured support for Ukraine today,” she added.

The package will now move to the Senate, where it must be considered, voted on, and then sent to the President for approval. Supporters are expected to focus on building bipartisan backing and attracting co-sponsors in the Senate in the coming weeks to exert pressure on Senate leadership to advance the package. However, the outlook for the bill remains uncertain in the Republican-controlled Senate, where leadership largely aligns with former President Donald Trump’s stance on sanctions against Russia.

Military assistance from the U.S. has sharply declined since Trump took office again in January 2025, while diplomatic efforts to end the conflict have stalled. Russia continues its military operations despite significant losses, with Russian officials insisting that the transfer of all of Donbas is a key condition for peace negotiations. They suggest that an agreement on this was reached between Trump and President Vladimir Putin during their meeting in Anchorage last year.

Last month, Trump denied having made any agreements with the Russian leader regarding the entirety of Donbas. He expressed optimism that an end to the war is drawing closer, a sentiment echoed by Putin on May 9, although his spokesperson clarified that no specific details were implied.

Since last year, Ukraine has been proposing a ceasefire along the front lines, which would allow most of the Ukrainian Donbas to remain under Russian control, though it has no intention of legally recognizing this arrangement.

The U.S. House has passed a substantial aid package for Ukraine, reflecting bipartisan support amid ongoing military operations by Russia. The bill now moves to the Senate, where its future remains uncertain.
