Ukrainian Foreign Minister Andrii Sybiha has called on UN Secretary-General António Guterres to take decisive action following a Russian missile strike on a humanitarian warehouse in Dnipro. The attack, which involved a high-precision Iskander missile, targeted a facility used by the World Food Programme (WFP) and resulted in significant destruction of food supplies intended for vulnerable populations near the front lines.
On May 25, the WFP confirmed that the warehouse was hit, destroying aid valued at approximately $1.4 million, enough to support 130,000 people. Sybiha condemned the strike as a clear indication of Russia’s disregard for international humanitarian principles and its treatment of the UN and its member states.
“This strike is yet another demonstration of Russia’s true attitude towards the UN and its member states, as well as its blatant disregard for fundamental principles of international humanitarian law,” Sybiha stated. He urged Guterres to utilize all available tools to compel Russia to cease its reckless attacks on humanitarian missions.
Richard Regan, the WFP representative in Ukraine, noted that this was the second time the Dnipro warehouse had been targeted; it was previously damaged in a drone attack in November 2025. Over the past 18 months, the WFP has documented more than 84 incidents affecting its warehouses, vehicles, and aid distribution points, as well as the property of local humanitarian partners.
Volunteers and aid distribution points have frequently come under fire from various weapons used by Russian forces, with reports of such incidents emerging from areas like Kherson.
The Russian government has consistently denied that its military intentionally targets civilian infrastructure during the ongoing conflict, which has resulted in casualties among the civilian population and damage to hospitals, schools, and essential utilities.
