The Ukrainian government has enacted sanctions against ten Russian telecommunications operators and internet service providers, as confirmed by President Volodymyr Zelensky’s recent decree. This action follows a decision by the National Security and Defense Council (NSDC) aimed at disrupting communication channels utilized by occupying forces in Ukraine.
According to the official statement from the President’s Office, the targeted companies are known to facilitate secure communication for Russian authorities and provide internet access in areas under temporary occupation. The sanctions also extend to satellite operators and firms that broadcast Russian television channels.
Among the sanctioned entities are ‘Luhansk Communications’ and ‘Mobile Communication Systems,’ which have been identified as tools for disseminating Russian narratives regarding the conflict in Ukraine. Additionally, the federal satellite and telecommunications operator ‘Amtel-Zvyazok’ is included in the sanctions list, as it supports communication for the Russian government. The company ‘Kosmichny Zvyazok,’ which provides secure communication channels for military operations against Ukraine, is also affected.
Vladislav Vlasuk, the presidential advisor on sanctions policy, emphasized that any activities in temporarily occupied territories are illegal. He stated, “Companies that knowingly operate in these areas and serve the occupying authorities become toxic to international business and the financial system. Therefore, Ukraine is implementing sanctions designed to eliminate their operations not only in occupied territories but also beyond Russia’s borders.”
Earlier, on May 30, Zelensky had signed two decrees that synchronized Ukraine’s sanctions with those of the European Union, targeting additional individuals and companies from Russia, Iran, and Sudan.
