Ukraine Imposes Sanctions on Russian Military Personnel and Vessels

Ukrainian President Volodymyr Zelensky has enacted a decision by the National Security and Defense Council (NSDC) to impose sanctions on individuals and entities responsible for missile strikes against Ukraine, as well as on vessels linked to Russia’s shadow military logistics.

The first sanctions package targets 127 Russian military personnel involved in missile attacks on Ukraine, including strikes on critical infrastructure and civilian sites.

Restrictions have been placed on commanders of the long-range aviation units of the Russian Aerospace Forces, who have launched over 4,100 air-launched cruise missiles, including the X-101, X-55, X-555, X-22, X-32, and the Kinzhal ballistic missiles.

Notable incidents include attacks on the children’s hospital “Okhmatdyt” in Kyiv on July 8, 2024, and a residential building in Ternopil on November 19, 2025, resulting in the deaths of 38 individuals, including eight children.

Also included are those responsible for strikes using FAB-1500 and FAB-3000 bombs on Mariupol in March 2022.

The sanctions extend to commanders of the missile and artillery units of the Russian Ground Forces, who have conducted over 1,100 attacks using ground-launched Iskander-K cruise missiles and Iskander-M ballistic missiles.

As a result of these actions:

  • Critical and civilian infrastructure across Ukraine has been targeted;
  • A café-store in the village of Groza, Kharkiv region, was struck on October 5, 2023, leading to 59 fatalities;
  • The central area of Sumy was attacked, resulting in 35 deaths, including two teenagers;
  • On April 17, 2024, a strike in the center of Chernihiv killed 18 people and injured 78 others.

The second sanctions package includes 29 civilian cargo vessels involved in transporting goods for Russia’s military needs.

These vessels are regularly used to transport large quantities of weapons, ammunition, military equipment, and personnel for the Russian Ministry of Defense.

Most of these ships are already subject to sanctions from the United States, the European Union, and the United Kingdom. Ukraine will work with its partners to synchronize sanctions on the remaining vessels.

Ukraine has announced sanctions against Russian military personnel and civilian vessels linked to military logistics, targeting those responsible for missile strikes on Ukrainian territory. The measures aim to hold accountable individuals involved in attacks on critical infrastructure and civilian areas, while also addressing maritime logistics supporting the Russian military effort.
