Ukraine Implements Automatic Extension of Mobilization Deferrals for Certain Citizens

In a significant administrative change, Ukraine has introduced a system that automatically extends mobilization deferrals for over 90% of eligible citizens, streamlining the process and reducing bureaucratic delays. This new approach eliminates the need for individuals to submit applications or documentation, as the system autonomously verifies eligibility through state registries.

The automated system updates user records in the Rезерв+ application, which is utilized for both online and in-person deferral requests. The Territorial Centers for Recruitment and Social Support (TCC) will no longer accept applications for deferral extensions, allowing them to focus resources on mobilization efforts.

Eligibility for Automatic Extensions

The automatic extension applies to 22 specific categories of citizens, including:

  • Individuals with disabilities,
  • Those temporarily unfit for service,
  • Parents of three or more children,
  • Single parents of children under 18,
  • Parents of children with disabilities,
  • Caregivers for seriously ill family members or individuals with disabilities,
  • Students and graduate students,
  • Teachers,
  • Employees in higher and vocational education,
  • Military personnel released from captivity,
  • Relatives of those who died in combat.

Limitations of the Automatic System

There are circumstances where the automatic extension may not be applicable. For instance, if a citizen is a caregiver for a parent with a disability or has three or more children, the system may not retrieve their information from the registries. In such cases, individuals must visit any TCC office in person with the necessary documentation.

Pre-Check Requirements

To ensure that the automatic extension is effective, individuals should verify that their information in the registries is up to date. This includes family details in the State Register of Civil Status Acts, disability information in the Unified Information System for Social Security, parental data in civil records, and ensuring no outstanding child support payments exceeding three months.

Ukraine's new system for automatic mobilization deferral extensions aims to simplify the process for eligible citizens by eliminating the need for applications. While it covers many categories, certain individuals may still need to provide documentation in person.
