Ukraine Extends Martial Law and Mobilization for 90 Days

The Ukrainian Parliament has voted to extend martial law and general mobilization for an additional 90 days, maintaining these measures until at least August 2, 2026. This marks the 19th time the legislature has addressed these issues since the onset of the full-scale invasion.

President Volodymyr Zelensky submitted the relevant bills, which were subsequently reviewed by the Defense Committee. Lawmakers supported each proposal with more than 226 votes.

During the martial law period, men aged 18 to 60 are required to:

  • Register with the local military enlistment office based on their residence;
  • Update their military registration details in the Unified State Register of Military Personnel;
  • Carry their military registration document and identification at all times for inspection by police, military representatives, or border guards;
  • Report to military enlistment offices as summoned in official notifications;
  • Undergo an annual medical examination to assess fitness for military service.

Mobilization applies to:

  • Ukrainian citizens aged 25 to 60 who are registered or should be registered;
  • Individuals deemed fit for service based on health;
  • Those without valid grounds for deferral.

Mobilized individuals are initially sent to training centers for professional preparation.

Citizens aged 18 to 25 may be mobilized in specific circumstances:

  • Reservists;
  • Those who have completed mandatory military service.

Otherwise, individuals in this age group may join the military voluntarily by signing a service contract.

Women registered for military service may be called up or can voluntarily participate in defense activities during wartime.

Deferrals from service can be granted for several reasons:

  • Temporary unfitness for service (as determined by a medical commission);
  • Having three or more children under 18;
  • Caring for a sick relative who cannot care for themselves;
  • Being employed in critical industries (as decided by the Cabinet);
  • Students, researchers, and educators.

Additional Information:

The medical commission’s conclusions are now recorded electronically, allowing for quick updates in the “Oberih” registry and the “Reserv+” application. Individuals no longer need to carry physical documents to military offices.

Online deferrals: The “Reserv+” app provides access to deferral options for various categories, exempting them from medical examinations.

Data Corrections: Users can remotely correct inaccuracies (such as name, reservation status, or workplace) and receive notifications regarding their status.

Consequences for Non-compliance: Violating military registration or mobilization rules may result in fines ranging from 17,000 to 25,500 hryvnias. Failure to respond to summonses is only excusable under serious circumstances, such as natural disasters, illness, military actions, or the death of a close relative.

The Ukrainian Parliament has extended martial law and mobilization for another 90 days, requiring men aged 18 to 60 to comply with military obligations. This decision follows a series of legislative votes aimed at addressing the ongoing conflict situation.
