U.S. Senators Propose Bill to Address Religious Freedom Violations by Russia in Ukraine

A bipartisan group of U.S. senators has introduced legislation aimed at ensuring accountability for violations of religious freedom in Ukraine attributed to Russia. The bill seeks to require reports from the Secretary of State and the Secretary of Defense regarding these infringements.

The initiative, backed by both Republican and Democratic lawmakers, responds to ongoing attacks on religious liberties in areas affected by Russian aggression. Senator Wilson emphasized that Russia targets and persecutes worshippers as part of its political strategy in all territories it invades. He accused Russian President Vladimir Putin of attempting to restrict the freedom of worship and eradicate religions that do not conform to the state-sanctioned church.

Wilson pointed out that religious communities in temporarily occupied regions of Ukraine face particularly severe repression, underscoring the urgent need to counter such actions. The proposed legislation mandates that the U.S. Secretary of State and the Secretary of Defense jointly prepare reports detailing instances of persecution, suppression, and violations of religious freedoms in Ukraine, especially in areas under Russian control.

Additionally, the bill empowers the U.S. President to impose sanctions on foreign individuals implicated in these violations.

Russia’s occupation forces have reportedly initiated widespread persecution of churches and religious organizations in occupied Ukrainian territories, leading to a significant decline in religious freedom in these areas. Analysts from the Institute for the Study of War (ISW) have noted that Russia is weaponizing religion as part of its broader strategy.

The United Nations Human Rights Monitoring Mission in Ukraine also reported in a February 2026 document that Russian authorities have restricted freedom of religion or belief, freedom of expression, and the right to peaceful assembly.

A new bipartisan bill in the U.S. Senate aims to hold Russia accountable for religious freedom violations in Ukraine. It requires reports from key government officials and allows for sanctions against those involved in such abuses.
