Senator Mitch McConnell has accused the U.S. Department of Defense of holding back military assistance intended for Ukraine. This aid package, amounting to $400 million, was approved as part of the Ukraine Security Assistance Initiative (USAI).
The USAI program is designed for the Pentagon to procure weapons and equipment from American defense contractors. Funding for this initiative was authorized under the National Defense Authorization Act passed by Congress in December 2025.
According to McConnell, the allocated funds are not being utilized and are effectively “stuck” within the defense department. He noted that Senate Appropriations Committee members have reached out to the Pentagon’s analytical division but have yet to receive a response.
The analytical division in question is led by Deputy Secretary of Defense Elbridge Colby, who McConnell claims was previously involved in the decision to suspend arms shipments to Ukraine. Colby has also expressed criticism regarding expenditures aimed at supporting Ukraine and U.S. allies in the Baltic states, labeling such initiatives as “wasteful.” As a result, these areas were omitted from the initial budget request for the fiscal year 2026.
Despite this, the Republican majority in both chambers of Congress opposed this stance, reinstating funding for Ukraine assistance in the final version of the spending bill. Nevertheless, McConnell asserts that the funds have yet to be allocated as intended.
